Building codes across the Gulf set thermal performance requirements for the building envelope, expressed as maximum U-values (or minimum thermal resistance) for walls, roofs and glazing. The intent is to limit the cooling energy a building consumes over its life — the single largest operational load in the region's climate.
What the codes actually require
Rather than specifying a material, codes specify a performance target for each envelope element. The designer must demonstrate that the chosen build-up meets the U-value limit, accounts for thermal bridging at junctions, and satisfies the applicable fire-behaviour classification for the material and its position in the build-up.
Why rigid PU is specified to comply
Rigid polyurethane's low thermal conductivity — in the λ 0.022 W/m·K class — lets a designer hit a given U-value with a thinner insulation layer than higher-conductivity alternatives. That matters where build-up depth is constrained: façade zones, roof upstands, cold-store panels. The result is compliance without redesigning the envelope around the insulation.

The verification path
Compliance is evidenced with the system's technical datasheet, third-party test reports, and — where required — batch documentation. R&A supplies these with the system so the submittal package is complete.
